본 부록은 세계청년리더총연맹(WORLD FEDERATION OF POWER LEADERS, WFPL)의 WF책임경영지수(WF Sustainable Responsibility Index, WFSRI) 연구·개발과, 그 연구성과를 토대로 한 SEC평가원(SEC, Sustainable Enterprise Evaluation Commission)의 SEC 평가방법론(SEC Evaluation Methodology), SEC 평가체계(SEC Evaluation Framework), SEC 평가지표 체계(SEC Indicator System) 및 관련 평가·인증제도의 연구·검토와 운영에 참고한 주요 문서·기준 및 자료를 정리한 것이다.

 

This Appendix presents principal documents, standards, and materials referenced in the research and development of the WF Sustainable Responsibility Index (WFSRI) by the WORLD FEDERATION OF POWER LEADERS (WFPL), and in the research, review, and operation of the SEC Evaluation Methodology, SEC Evaluation Framework, SEC Indicator System, and related evaluation and certification systems by SEC (Sustainable Enterprise Evaluation Commission) based on those research outcomes.

본 부록에 수록된 외부 기준과 자료는 WFSRI와 SEC 평가의 연구 배경 및 관련 개념을 이해하기 위한 참고자료이며, SEC 평가방법론·SEC 평가체계·SEC 평가지표 체계에 관한 연구와 검토를 위한 참고 기반으로 활용된다.

 

The external standards and materials included in this Appendix serve as references for understanding the research background and related concepts underlying the WFSRI and SEC evaluation and as reference sources supporting the research and review of the SEC Evaluation Methodology, SEC Evaluation Framework, and SEC Indicator System.

Ministry of Economy and Finance, Public Institution ESG Guidelines (December 2025)

기획재정부가 2025년 12월 발표한 「공공기관 ESG 가이드라인」은 환경(E)·사회(S)·지배구조(G) 분야의 37개 핵심지표와 80개 세부지표 및 ESG 목표·전략, 추진조직, 이해관계자 의견수렴, 중대성 평가, ESG 공시 등 주요 관리사항을 제시한다.

The Public Institution ESG Guidelines announced by the Ministry of Economy and Finance in December 2025 present 37 key indicators and 80 detailed indicators across Environmental (E), Social (S), and Governance (G) areas, together with major management elements including ESG goals and strategies, implementation structures, stakeholder engagement, materiality assessment, and ESG disclosure.

 

SEC평가원은 해당 가이드라인을 공공기관 책임경영 평가의 공식 참고기준으로 반영하고, 정부의 80개 세부지표를 SEC의 159개 세부평가지표와 연계하여 적용한다.

 

SEC incorporates these Guidelines as an official reference framework for evaluating Responsible Management in public institutions and applies the Government's 80 detailed indicators in connection with SEC's 159 Detailed Evaluation Indicators.

WFSRI와 SEC 평가방법론·평가체계·평가지표 체계에 관한 연구와 검토에서는 책임경영 및 지속가능성과 관련한 국내외 학술·정책자료, 국제기구와 관련 기관의 공개자료, 주요 국제기준과 원칙 및 기타 객관적으로 확인 가능한 자료를 참고할 수 있다.

 

Research and review relating to the WFSRI, SEC Evaluation Methodology, SEC Evaluation Framework, and SEC Indicator System may reference domestic and international academic and policy materials concerning Responsible Management and Sustainability, publicly available materials issued by international organizations and relevant institutions, major international standards and principles, and other objectively verifiable materials.

외부 기준과 자료는 그 출처와 신뢰성, 연구·평가 목적과의 관련성 및 SEC 평가체계와의 정합성 등을 종합적으로 검토하여 참고하며, 특정 외부 기준이나 평가모형을 기계적으로 적용하지 않는다.

 

External standards and materials are referenced after comprehensive consideration of their source, Reliability, relevance to research and evaluation purposes, and consistency with the SEC Evaluation Framework. No particular external standard or evaluation model is mechanically applied.

외부 기준이나 자료를 참고하는 것은 해당 기준이나 자료가 SEC 평가기준을 대체하거나, WFSRI 또는 SEC 평가방법론·평가체계·평가지표 체계가 특정 외부 기준이나 평가모형에 종속된다는 것을 의미하지 않는다.

 

Reference to external standards or materials does not mean that such standards or materials replace SEC’s Evaluation Criteria, nor does it mean that the WFSRI, SEC Evaluation Methodology, SEC Evaluation Framework, or SEC Indicator System is subordinate to any particular external standard or evaluation model.
