Evaluation Process for the SEC ESG·WFSRI Evaluation for Corporations and Public Institutions

 

 

 

 

기업·공공기관 평가전문기관인 SEC평가원(Sustainable Enterprise Evaluation Commission)은 평가의 독립성·공정성·객관성·전문성·투명성 및 신뢰성을 확보하기 위하여 체계적인 평가절차에 따라 SEC 기업·공공기관 ESG·WFSRI 평가를 수행한다.

 

SEC (Sustainable Enterprise Evaluation Commission), a professional evaluation institution specializing in corporations and public institutions, conducts the SEC ESG·WFSRI Evaluation for Corporations and Public Institutions through a systematic evaluation process designed to safeguard Independence, Fairness, Objectivity, Professionalism, Transparency, and Reliability.

 

평가는 SEC 평가방법론(SEC Evaluation Methodology), SEC 평가체계(SEC Evaluation Framework), SEC 평가지표 체계(SEC Indicator System) 및 관련 평가기준(Evaluation Criteria)에 따라 수행한다.

 

The evaluation is conducted in accordance with the SEC Evaluation Methodology, SEC Evaluation Framework, SEC Indicator System, and applicable Evaluation Criteria.

 

SEC평가원은 평가에 앞서 평가목적, 평가대상, 평가자료 반영기간, 평가일정 및 관련 평가기준 등을 검토하여 연간 평가계획을 수립하고 평가대상을 확정한다. 평가대상의 선정은 특정 기업이나 공공기관에 대한 사전적인 평가결과를 전제로 하지 않으며, 평가의 공익성·공공성 및 사회적 필요성과 평가대상이 다양한 이해관계자·시장·국민생활·공공서비스 및 사회에 미치는 영향 등을 종합적으로 고려한다.

 

Prior to the evaluation, SEC establishes an annual evaluation plan and determines evaluation subjects by reviewing the purpose of the evaluation, evaluation subjects, the Evaluation Reference Period, the evaluation schedule, and applicable Evaluation Criteria. The selection of evaluation subjects does not presuppose any evaluation result for a particular corporation or public institution and takes into comprehensive consideration the public interest, public responsibility, social need for evaluation, and the impacts of evaluation subjects on diverse stakeholders, markets, citizens’ lives, public services, and society.

 

 

Ⅰ. 평가절차

I. Evaluation Process

 

 

SEC 기업·공공기관 ESG·WFSRI 평가는 다음의 절차에 따라 수행한다.

 

The SEC ESG·WFSRI Evaluation for Corporations and Public Institutions is conducted through the following process.

 

 

평가자료 수집

Collection of Evaluation Materials

 

 

SEC평가원은 공개자료, 공식자료, 법정공시자료, 정부 및 공공기관이 공개한 자료, 평가대상이 공식적으로 공개한 자료 및 그 밖의 객관적으로 확인 가능한 자료와 정보를 중심으로 평가자료를 수집한다.

 

SEC collects evaluation materials primarily from publicly available information, official materials, statutory disclosures, information published by government bodies and public institutions, information officially disclosed by evaluation subjects, and other objectively verifiable materials and information.

 

평가 진행 과정에서 사실관계의 확인 또는 평가에 필요한 자료의 보완이 필요한 경우 SEC평가원은 평가목적과 실질적으로 관련된 사실의 확인 또는 추가자료 제출을 평가대상에게 요청할 수 있다.

 

Where verification of factual matters or supplementation of information necessary for the evaluation is required, SEC may request confirmation of facts or additional materials substantively relevant to the purpose of the evaluation from the evaluation subject.

 

 

 

데이터 검증

Data Verification

 

 

SEC평가원은 수집·제출된 평가자료의 출처·관련성·정확성·신뢰성·무결성 및 검증가능성 등을 종합적으로 검토하고 평가에 반영되는 정보의 정확성과 객관성을 검증한다.

 

SEC comprehensively reviews the source, Relevance, Accuracy, Reliability, Integrity, and Verifiability of collected and submitted evaluation materials and verifies the Accuracy and Objectivity of information reflected in the evaluation.

 

필요한 경우 복수의 자료와 정보원을 비교·검증하고 추가적인 확인절차를 거쳐 평가자료의 정확성과 신뢰성을 확인한다. 서로 다른 자료 사이에 불일치가 확인된 경우에는 객관적으로 확인 가능한 자료와 관련 평가기준을 바탕으로 사실관계를 검증한다.

 

Where necessary, SEC compares and verifies multiple materials and information sources and conducts additional verification procedures to confirm the Accuracy and Reliability of evaluation materials. Where inconsistencies are identified among different sources, SEC verifies the relevant facts on the basis of objectively verifiable information and applicable Evaluation Criteria.

 

 

 

정량·정성평가

Quantitative and Qualitative Evaluation

 

 

검증된 평가자료를 기반으로 SEC 평가지표 체계와 관련 평가기준에 따라 정량평가(Quantitative Evaluation)와 정성평가(Qualitative Evaluation)를 실시한다.

 

Based on verified evaluation materials, SEC conducts Quantitative Evaluation and Qualitative Evaluation in accordance with the SEC Indicator System and applicable Evaluation Criteria.

 

정량평가에서는 객관적으로 확인 가능한 수치·성과·변화추이 등을 분석하고, 정성평가에서는 정책·제도·운영체계·실행수준·성과와 영향 및 지속적인 개선 등을 종합적으로 분석한다.

 

Quantitative Evaluation analyzes objectively verifiable numerical data, performance, and trends, while Qualitative Evaluation comprehensively analyzes policies, institutional arrangements, operating systems, implementation, performance and impacts, and continuous improvement.

 

각 세부평가지표의 특성과 평가목적을 고려하여 관련 자료와 성과를 평가하며, 평가대상의 유형·규모·기능·사업특성·운영환경이 서로 다른 경우에도 책임경영의 공통적인 기본가치와 평가목적을 일관되게 적용한다.

 

Relevant materials and performance are evaluated with consideration of the characteristics and purposes of each Detailed Evaluation Indicator. Even where evaluation subjects differ in type, scale, functions, operational characteristics, or operating environment, the common fundamental values and purposes of Responsible Management evaluation are applied consistently.

 

조직유형에 따라 제도·조직·사업·업무 및 이행방식이 서로 다른 경우에는 동일한 평가목적을 달성하는 합리적이고 객관적으로 확인 가능한 이행수단과 성과를 평가에 반영한다.

 

Where institutional arrangements, organizational structures, projects, functions, or implementation methods differ according to organizational type, SEC reflects reasonable and objectively verifiable means of implementation and performance that fulfill the same evaluation purpose.

 

 

 

점수산정

Score Calculation

 

 

SEC평가원은 정량·정성평가를 통해 도출된 결과를 SEC 평가방법론과 관련 평가기준에 따라 종합적으로 검토하고 점수를 산정한다.

 

SEC comprehensively reviews results derived through Quantitative and Qualitative Evaluation in accordance with the SEC Evaluation Methodology and applicable Evaluation Criteria and calculates evaluation scores.

 

점수산정 과정에서는 개별 세부평가지표의 평가결과와 평가대상에 적용되는 관련 평가요소를 체계적으로 반영하고, 평가결과의 일관성과 비교가능성을 검토한다.

 

In the score calculation process, SEC systematically reflects the results of individual Detailed Evaluation Indicators and relevant evaluation elements applicable to the evaluation subject and reviews the consistency and comparability of evaluation results.

 

세부적인 평가기준·판단기준·점수·배점·가중치·구체적인 산출방식·내부 조정 및 검증기준과 그 밖의 구체적인 평가기법은 공개하지 않으며, 평가의 독립성·공정성·객관성 및 신뢰성을 확보하고 평가 수행에 필요한 범위에서 제한적으로 관리·공유한다.

 

Detailed Evaluation Criteria, judgment standards, scores, point allocations, weights, specific calculation methods, internal adjustment and verification standards, and other specific evaluation techniques are not publicly disclosed and are managed and shared on a restricted basis only to the extent necessary for conducting the evaluation and safeguarding its Independence, Fairness, Objectivity, and Reliability.

 

 

 

WFSRI 산출

Derivation of the WFSRI

 

 

SEC평가원은 159개 세부평가지표를 통해 도출된 책임경영 평가결과를 SEC 평가방법론과 SEC 평가체계에 따라 종합적으로 반영하여 WF책임경영지수(WF Sustainable Responsibility Index, WFSRI)를 산출한다.

 

SEC derives the WF Sustainable Responsibility Index (WFSRI) by comprehensively integrating Responsible Management evaluation results derived through the 159 Detailed Evaluation Indicators in accordance with the SEC Evaluation Methodology and SEC Evaluation Framework.

 

WFSRI는 SEC 평가체계 자체를 의미하지 않으며 개별 세부평가지표의 결과를 단순하게 합산하여 산출하는 지수도 아니다. SEC 평가방법론과 SEC 평가체계를 통해 도출된 책임경영 평가결과를 체계적으로 종합하여 조직의 책임경영을 하나의 종합적인 관점에서 나타내는 SEC의 종합평가지수(Comprehensive Evaluation Index)이다.

 

The WFSRI does not itself constitute the SEC Evaluation Framework, nor is it an index derived through a simple aggregation of individual Detailed Evaluation Indicator results. It is SEC’s Comprehensive Evaluation Index, which presents an organization’s Responsible Management from a comprehensive perspective by systematically integrating evaluation results derived through the SEC Evaluation Methodology and SEC Evaluation Framework.

 

 

 

사실확인

Factual Review

 

 

최종 평가결과가 확정되기 전에 SEC평가원은 평가에 반영된 객관적인 사실관계와 자료의 정확성 및 오류 여부를 확인하기 위한 사실확인(Factual Review) 절차를 운영한다.

 

Before final evaluation results are determined, SEC operates a Factual Review procedure to verify objective factual matters reflected in the evaluation, the accuracy of relevant information, and potential errors.

 

평가대상은 SEC평가원이 정한 방법과 절차에 따라 평가에 반영된 관련 사실과 자료를 확인하고 필요한 자료를 제출할 수 있다. 사실확인 과정에서 객관적인 사실오류 또는 평가자료의 수정·보완 필요성이 확인된 경우 SEC평가원은 관련 자료를 검증하고 정해진 기준과 절차에 따라 평가에 반영한다.

 

Evaluation subjects may review relevant facts and materials reflected in the evaluation and submit necessary materials in accordance with the methods and procedures established by SEC. Where an objective factual error or the need to correct or supplement evaluation materials is identified through Factual Review, SEC verifies the relevant information and reflects it in the evaluation in accordance with established standards and procedures.

 

사실확인은 평가등급이나 평가기준·평가방법론의 변경을 협상하거나 평가결과의 유리한 변경을 요구하기 위한 절차가 아니며, SEC평가원은 사실확인 절차의 이용 여부를 이유로 평가대상에 유리하거나 불리하게 적용하지 않는다.

 

Factual Review is not a procedure for negotiating Ratings or changes to Evaluation Criteria or the Evaluation Methodology or for requesting favorable changes to evaluation results, and SEC does not treat an evaluation subject favorably or unfavorably on the basis of whether the Factual Review procedure is used.

 

 

종합검토 및 평가위원회 심의

Comprehensive Review and Evaluation Committee Deliberation

 

 

SEC평가원은 정량·정성평가, 점수산정, WFSRI 산출 및 사실확인 결과와 그 밖의 관련 평가정보를 종합적으로 검토하고 평가결과의 일관성·객관성 및 신뢰성을 확인한다.

 

SEC comprehensively reviews the results of Quantitative and Qualitative Evaluation, Score Calculation, WFSRI derivation, Factual Review, and other relevant evaluation information and examines the consistency, Objectivity, and Reliability of the evaluation results.

 

종합검토를 거친 평가결과는 평가위원회에 회부하여 전문적인 검토와 심의를 거친다. 평가위원은 관련 평가기준과 절차에 따라 독립적이고 전문적인 판단을 수행하며, 이해상충이 있는 경우 관련 기준에 따라 제척·회피 등 필요한 조치를 적용한다.

 

Following comprehensive review, evaluation results are submitted to the Evaluation Committee for professional review and deliberation. Evaluation Committee members exercise independent and professional judgment in accordance with applicable Evaluation Criteria and procedures, and where a conflict of interest exists, appropriate measures such as recusal or avoidance are applied in accordance with applicable standards.

 

평가위원의 독립적인 판단과 평가과정의 공정성을 보호하기 위하여 평가위원의 신원 및 평가위원회 운영과 관련된 비공개 정보는 SEC평가원이 정한 관련 기준에 따라 관리한다.

 

To protect the independent judgment of Evaluation Committee members and the Fairness of the evaluation process, the identities of Evaluation Committee members and non-public information relating to the operation of the Evaluation Committee are managed in accordance with applicable SEC standards.

 

 

최종 평가결과 확정

Finalization of Evaluation Results

 

 

평가위원회는 평가자료 검증, 정량·정성평가, 점수산정, WFSRI 산출, 사실확인 및 종합검토를 통해 도출된 평가자료와 결과를 바탕으로 개별 평가에 관한 전문적인 검토와 심의를 수행하고, 정해진 권한과 절차에 따라 최종 평가결과·평가등급 및 인증 관련 판단을 확정한다.

 

The Evaluation Committee conducts professional review and deliberation on individual evaluations on the basis of evaluation materials and results derived through Data Verification, Quantitative and Qualitative Evaluation, Score Calculation, WFSRI derivation, Factual Review, and Comprehensive Review and finalizes evaluation results, Ratings, and certification-related determinations in accordance with its established authority and procedures.

 

평가위원장은 평가위원회의 독립적인 검토와 심의가 원활하게 이루어지도록 회의와 심의절차를 운영하되, 평가위원회를 대신하여 단독으로 최종 평가결과·평가등급 또는 인증 관련 판단을 결정하거나 변경하지 않는다.

 

The Chair of the Evaluation Committee administers meetings and deliberative procedures to support the independent review and deliberation of the Evaluation Committee but does not independently determine or alter final evaluation results, Ratings, or certification-related determinations on behalf of the Evaluation Committee.

 

경영진·이사회 및 내부통제 기능은 평가위원회의 전문적 판단을 대신하지 않으며, 평가위원회가 정해진 권한과 절차에 따라 확정한 최종 평가결과·평가등급 및 인증 관련 판단을 별도로 승인·거부하거나 임의로 변경하지 않는다.

 

Management, the Board of Directors, and the Internal Control function do not replace the professional judgment of the Evaluation Committee and do not separately approve, reject, or arbitrarily alter final evaluation results, Ratings, or certification-related determinations finalized by the Evaluation Committee in accordance with its established authority and procedures.

 

최종 평가결과 확정 이후 제기되는 이의신청은 관련 운영규정과 절차에 따라 처리한다. 이의신청 또는 그 밖의 정해진 절차에 따라 평가내용의 재검토가 필요한 경우에는 해당 절차를 거쳐 평가위원회가 최종적인 전문적 판단을 수행한다.

 

Appeals submitted after the finalization of evaluation results are handled in accordance with applicable operating regulations and procedures. Where reconsideration of evaluation content is required through an Appeal or another established procedure, the Evaluation Committee exercises final professional judgment following the applicable procedure.

 

 

 

Ⅱ. 평가결과의 공표

II. Publication of Evaluation Results

 

 

평가위원회가 최종적으로 확정한 평가결과는 SEC평가원이 평가결과 공표에 관한 관련 운영규정과 공표기준에 따라 공표한다.

 

Evaluation results finally determined by the Evaluation Committee are published by SEC in accordance with applicable operating regulations and publication standards governing the publication of evaluation results.

 

평가결과의 구체적인 공표범위와 방법은 관련 운영규정과 공표기준에 따라 결정한다. 공표되지 않는 평가정보와 평가과정에서 취득한 비공개 정보 및 보호가 필요한 정보는 관련 기준과 절차에 따라 관리한다.

 

The specific scope and method of publication are determined in accordance with applicable operating regulations and publication standards. Evaluation information that is not published, non-public information obtained during the evaluation process, and other information requiring protection are managed in accordance with applicable standards and procedures.

 

공표된 평가결과는 기업·공공기관의 책임경영과 지속가능성 및 미래 경쟁력을 이해하고 강점과 개선 필요영역을 파악하기 위한 객관적인 참고정보로 활용할 수 있다.

 

Published evaluation results may serve as objective reference information for understanding the Responsible Management, Sustainability, and Future Competitiveness of corporations and public institutions and for identifying strengths and areas requiring improvement.

 

 

 

Ⅲ. 평가절차의 독립성

III. Independence of the Evaluation Process

 

 

SEC평가원은 평가목적과 공익성·공공성 및 사회적 필요성 등을 고려하여 정해진 평가계획과 관련 기준에 따라 평가를 수행한다. 평가대상의 선정 또는 평가 실시 여부는 특정 기업·공공기관에 대한 사전적인 평가결과를 전제로 하지 않는다.

 

SEC conducts evaluations in accordance with established evaluation plans and applicable standards, taking into consideration the purpose of the evaluation, public interest, public responsibility, and social need. The selection of an evaluation subject or the decision to conduct an evaluation does not presuppose any evaluation result for a particular corporation or public institution.

 

평가의 전 과정은 정치적·경제적 이해관계와 외부 및 내부의 부당한 영향으로부터 독립적으로 수행하며, 평가위원을 포함한 평가 참여자는 이해상충 방지와 평가윤리에 관한 SEC평가원의 관련 기준을 준수한다.

 

The entire evaluation process is conducted independently of political or economic interests and undue external or internal influence. Evaluation participants, including Evaluation Committee members, comply with applicable SEC standards concerning conflict-of-interest management and evaluation ethics.

 

SEC평가원은 평가의 독립성과 공정성을 확보하기 위하여 평가대상으로부터 평가비·심사비·인증비·후원금 및 기타 경제적 대가나 지원을 받지 않는다.

 

To safeguard the Independence and Fairness of Evaluation, SEC does not accept evaluation fees, review fees, certification fees, sponsorships, or other economic consideration or support from evaluation subjects.

 

평가위원장·평가위원·임직원 및 그 밖의 평가·인증 관련자 역시 평가대상으로부터 평가비·심사비·인증비·후원금 및 기타 경제적 대가나 지원을 받아서는 안 된다.

 

The Chair of the Evaluation Committee, Evaluation Committee members, employees, and other persons involved in evaluation or certification must likewise not accept evaluation fees, review fees, certification fees, sponsorships, or other economic consideration or support from evaluation subjects.

 

평가대상과 정당한 업무상 관계가 존재하는 경우에도 해당 관계는 개별 평가에 관한 전문적 판단과 분리하여 관리하며, 특정 평가결과·평가등급 또는 인증 관련 판단의 유리하거나 불리한 변경을 위한 근거로 사용하지 않는다.

 

Even where legitimate operational or business relationships exist with an evaluation subject, such relationships are managed separately from professional judgment concerning individual evaluations and are not used as a basis for favorable or unfavorable changes to evaluation results, Ratings, or certification-related determinations.

 

SEC평가원은 필요한 경우 업무분리, 정보차단, 접근제한, 업무재배정, 제척·회피 등 적절한 이해상충 관리조치를 적용한다.

 

Where necessary, SEC applies appropriate conflict-of-interest management measures, including separation of functions, information barriers, access restrictions, reassignment of duties, recusal, and avoidance.

 

SEC평가원은 평가자료의 수집과 검증, 정량·정성평가, 점수산정, WFSRI 산출, 사실확인, 종합검토와 평가위원회 심의, 최종 평가결과·평가등급 및 인증 관련 판단의 확정과 평가결과의 공표에 이르는 전 과정에 독립성(Independence), 공정성(Fairness), 객관성(Objectivity), 전문성(Professionalism), 투명성(Transparency) 및 신뢰성(Reliability)의 6대 기본원칙을 일관되게 적용한다.

 

SEC consistently applies the six Fundamental Principles of Independence, Fairness, Objectivity, Professionalism, Transparency, and Reliability throughout the entire process, from the collection and verification of evaluation materials through Quantitative and Qualitative Evaluation, Score Calculation, derivation of the WFSRI, Factual Review, Comprehensive Review and Evaluation Committee deliberation, final determination of evaluation results, Ratings, and certification-related matters, and publication of evaluation results.
