본 평가는 SEC 평가방법론(SEC Evaluation Methodology), SEC 평가체계(SEC Evaluation Framework) 및 SEC 평가지표 체계(SEC Indicator System)를 기반으로 기업·공공기관의 책임경영 수준과 지속가능성, 미래 성장 가능성(Future Growth Potential), 혁신역량(Innovation Capability), 장기 가치창출(Long-Term Value Creation) 및 미래 경쟁력을 종합적으로 평가한다.

 

The evaluation is based on the SEC Evaluation Methodology, SEC Evaluation Framework, and SEC Indicator System and comprehensively assesses Responsible Management, Sustainability, Future Growth Potential, Innovation Capability, Long-Term Value Creation, and Future Competitiveness of corporations and public institutions.

 

SEC평가원은 기업·공공기관의 현재 성과만을 살펴보는 데 그치지 않고, 조직의 의사결정과 활동이 환경과 사회, 이해관계자와 공동체, 현재세대와 미래세대에 미치는 영향과 그에 상응하는 책임을 함께 살펴본다.

 

SEC goes beyond considering the current performance of corporations and public institutions by also examining the impacts of organizational decisions and activities on the environment and society, stakeholders and communities, and present and future generations, together with the responsibilities corresponding to those impacts.

1. 평가 개요

SEC 기업·공공기관 ESG·WFSRI 평가는 기업·공공기관의 책임경영 수준과 지속가능성 및 미래 경쟁력을 종합적으로 평가·분석하는 책임경영 평가제도이다.

The SEC ESG·WFSRI Evaluation for Corporations and Public Institutions is a Responsible Management Evaluation Program designed to comprehensively evaluate and analyze Responsible Management, Sustainability, and Future Competitiveness.

 

본 평가는 조직의 현재 수준뿐만 아니라 미래 성장 가능성, 혁신역량 및 장기 가치창출 역량을 함께 살펴봄으로써 기업·공공기관의 책임경영과 지속가능한 발전을 종합적인 관점에서 평가한다.

 

The evaluation considers not only an organization’s current performance but also its Future Growth Potential, Innovation Capability, and Long-Term Value Creation, thereby assessing Responsible Management and Sustainable Development from a comprehensive perspective.

 

SEC평가원은 평가의 독립성·공정성·객관성·전문성·투명성 및 신뢰성을 유지하면서 기업·공공기관의 책임경영 수준과 주요 특성을 체계적으로 살펴보고, 평가결과를 통하여 책임경영과 지속가능성에 관한 객관적인 평가정보를 제공하는 것을 기본방향으로 한다.

 

SEC maintains the Independence, Fairness, Objectivity, Professionalism, Transparency, and Reliability of its evaluations while systematically assessing Responsible Management performance and key characteristics of corporations and public institutions and providing objective evaluation information relating to Responsible Management and Sustainability.

 

 

2. ESG와 WFSRI

ESG and the WFSRI

 

 

WF책임경영지수(WF Sustainable Responsibility Index, WFSRI)는 기존 ESG를 대체하기 위하여 개발된 지수가 아니다.

 

The WF Sustainable Responsibility Index (WFSRI) was not developed to replace conventional ESG.

 

WFSRI는 ESG의 기본 철학을 바탕으로 AI 시대의 기업환경과 공공환경에서 요구되는 책임경영을 보다 종합적이고 미래지향적으로 살펴보기 위한 책임경영지수이다.

 

Building upon the fundamental principles of ESG, the WFSRI is a Responsible Management Index designed to provide a more comprehensive and future-oriented perspective on Responsible Management in the corporate and public-sector environments of the AI era.

 

SEC평가원은 ESG와 함께 공공가치(Public Value), 사회적 가치(Social Value), 공동체 가치(Community Value), 미래세대 보호(Protection of Future Generations), 디지털윤리(Digital Ethics) 및 혁신가치(Innovation Value) 등을 종합적으로 고려하여 책임경영을 평가한다.

 

SEC evaluates Responsible Management by comprehensively considering ESG together with Public Value, Social Value, Community Value, Protection of Future Generations, Digital Ethics, and Innovation Value.

 

WF책임경영지수(WFSRI)는 SEC 평가방법론과 SEC 평가체계를 통해 기업·공공기관 및 기타 조직의 책임경영 평가결과를 종합하여 산출하는 SEC의 종합평가지수(Comprehensive Evaluation Index)이다.

 

The WF Sustainable Responsibility Index (WFSRI) is SEC’s Comprehensive Evaluation Index, derived by integrating Responsible Management evaluation results for corporations, public institutions, and other organizations through the SEC Evaluation Methodology and SEC Evaluation Framework.

 

WFSRI는 SEC 평가체계 자체를 의미하지 않으며 개별 평가지표의 단순한 합계를 의미하지도 않는다. SEC 평가방법론과 SEC 평가체계를 통해 도출된 책임경영 평가결과를 종합적으로 반영하여 조직의 책임경영을 하나의 종합적인 관점에서 나타내는 지수이다.

 

The WFSRI does not itself constitute the SEC Evaluation Framework, nor is it a simple aggregation of individual evaluation indicators. It is an index that presents an organization’s Responsible Management from a comprehensive perspective by integrating evaluation results derived through the SEC Evaluation Methodology and SEC Evaluation Framework.

 

 

3. 평가 목적

SEC 기업·공공기관 ESG·WFSRI 평가는 기업·공공기관의 책임경영과 지속가능성 및 미래 경쟁력을 종합적으로 평가함으로써 책임 있는 경영활동과 지속적인 발전을 위한 객관적인 평가정보를 제공하는 것을 목적으로 한다.

 

The SEC ESG·WFSRI Evaluation for Corporations and Public Institutions aims to provide objective evaluation information for responsible management practices and continuous development by comprehensively assessing Responsible Management, Sustainability, and Future Competitiveness.

 

평가의 주요 목적은 다음과 같다.

4. 평가대상

SEC 기업·공공기관 ESG·WFSRI 평가는 코스피(KOSPI)·코스닥(KOSDAQ) 상장기업과 공공기관을 주요 평가대상으로 한다.

기업 부문은 코스피(KOSPI)·코스닥(KOSDAQ) 상장기업을 중심으로 한다.

 

The corporate sector primarily covers KOSPI- and KOSDAQ-listed companies.

 

기업 부문의 평가대상은 평가목적과 공익성·사회적 필요성을 바탕으로 기업의 유형·규모·사업특성과 함께 주주·투자자·소비자·임직원·협력사 등 다양한 이해관계자와 시장에 미치는 영향을 종합적으로 고려한다.

 

Corporate-sector evaluation subjects are considered on the basis of the purpose of the evaluation, public interest, and social need, together with the type, scale, and business characteristics of the corporation and its impacts on diverse stakeholders—including shareholders, investors, consumers, employees, and business partners—and on markets.

 

 

공공기관 부문

Public Institution Sector

 

 

공공기관 부문은 공기업·준정부기관·지방공기업 및 기타 공공기관 등을 대상으로 한다.

 

The public institution sector includes public corporations, quasi-governmental institutions, local public enterprises, and other public institutions.

 

공공기관 부문의 평가대상은 평가목적과 함께 기관의 유형·규모·기능·사업특성·운영환경, 공공성, 국민생활과 공공서비스에 미치는 영향, 재정투입 및 사회적 필요성 등을 종합적으로 고려한다.

 

Public-institution evaluation subjects are considered in light of the purpose of the evaluation together with the type, scale, functions, operational characteristics, and operating environment of the institution, as well as public responsibility, impacts on citizens’ lives and public services, public financial resources committed, and social need.

 

평가대상의 선정은 특정 기업이나 공공기관에 대한 사전적인 평가결과를 전제로 하는 것이 아니라, 평가의 공익성·공공성 및 사회적 필요성과 해당 조직이 다양한 이해관계자·국민생활·공공서비스·사회 및 시장에 미치는 영향 등을 종합적으로 고려하여 이루어진다.

 

The selection of evaluation subjects does not presuppose any evaluation result for a particular corporation or public institution but is based on comprehensive consideration of the public interest, public responsibility, social need for evaluation, and the impacts of the organization on diverse stakeholders, citizens’ lives, public services, society, and markets.

9대 평가부문은 책임경영 평가의 최상위 평가영역을 구성하고, 27개 하위평가항목은 이를 보다 구체적인 평가영역으로 체계화하며, 159개 세부평가지표는 실제 평가를 수행하는 기본적인 평가단위로 기능한다.

 

The Nine Evaluation Areas constitute the highest-level areas of Responsible Management evaluation, the Twenty-Seven Evaluation Subcategories further organize these into more specific evaluation areas, and the 159 Detailed Evaluation Indicators function as the fundamental units through which evaluation is conducted.

 

159개 세부평가지표 가운데 50개는 핵심가치지표(Core Value Indicators, CVIs)로 구성되어 있다. 핵심가치지표는 159개 세부평가지표와 별도로 추가되는 지표가 아니라 SEC 평가지표 체계 안에서 책임경영의 핵심가치를 보다 중점적으로 살펴보기 위한 지표이다.

 

Among the 159 Detailed Evaluation Indicators, 50 are Core Value Indicators (CVIs). The CVIs are not additional indicators separate from the 159 Detailed Evaluation Indicators but are indicators within the SEC Indicator System designed to provide focused assessment of the core values of Responsible Management.

 

 

6. 평가방법 및 평가자료

Evaluation Methodology and Evaluation Materials

 

 

평가는 SEC 평가방법론(SEC Evaluation Methodology), SEC 평가체계(SEC Evaluation Framework) 및 관련 평가기준(Evaluation Criteria)에 따라 수행한다.

Evaluations are conducted in accordance with the SEC Evaluation Methodology, SEC Evaluation Framework, and applicable Evaluation Criteria.

 

SEC 평가지표 체계를 구성하는 세부평가지표는 기업·공공기관 및 기타 조직에 공통적으로 적용하는 것을 원칙으로 한다.

 

As a general principle, the Detailed Evaluation Indicators comprising the SEC Indicator System are applied commonly to corporations, public institutions, and other organizations.

 

다만 평가대상의 유형·규모·기능·사업특성 및 운영환경 등을 고려하여 각 지표의 평가목적과 실질적으로 관련성이 인정되는 정책·제도·사업·활동·투자·자원투입·운영체계 및 성과 등을 종합적으로 평가할 수 있다.

 

However, taking into account the type, scale, functions, business characteristics, and operating environment of the evaluated organization, policies, institutional arrangements, projects, activities, investments, resource inputs, operating systems, and performance that are substantively relevant to the purpose of each indicator may be comprehensively evaluated.

 

SEC평가원은 공개자료·공식자료·법정공시자료 및 그 밖의 객관적으로 확인 가능한 자료와 정보를 우선적으로 활용하며, 필요한 경우 평가목적과 관련된 추가자료를 확인할 수 있다.

 

SEC primarily uses publicly available materials, official materials, statutory disclosures, and other objectively verifiable materials and information and may review additional materials relevant to the purpose of the evaluation where necessary.

 

평가자료와 정보는 그 성격과 중요성을 고려하여 출처·관련성·정확성·신뢰성·무결성 및 검증가능성 등을 종합적으로 검토하며, 각 세부평가지표의 특성과 평가목적에 따라 정량평가(Quantitative Evaluation)와 정성평가(Qualitative Evaluation)를 함께 활용한다.

 

Evaluation materials and information are comprehensively reviewed with consideration of their nature and significance, including their source, Relevance, Accuracy, Reliability, Integrity, and Verifiability. Both Quantitative Evaluation and Qualitative Evaluation are used according to the characteristics and purposes of the applicable Detailed Evaluation Indicators.

 

 

7. 평가 운영원칙과 독립성

Fundamental Principles and Independence of Evaluation

 

 

SEC평가원은 독립성(Independence), 공정성(Fairness), 객관성(Objectivity), 전문성(Professionalism), 투명성(Transparency), 신뢰성(Reliability) 등 정해진 평가 운영원칙을 바탕으로 평가를 수행한다.

 

SEC conducts evaluations on the basis of established evaluation principles, including Independence, Fairness, Objectivity, Professionalism, Transparency, and Reliability.

 

SEC평가원은 평가결과가 정치적·경제적 이해관계, 경영상의 이해관계 또는 외부와 내부의 부당한 영향으로부터 독립적으로 도출되고 확정될 수 있도록 평가의 독립성을 유지한다.

 

SEC maintains Evaluation Independence so that evaluation results can be derived and finalized independently of political or economic interests, management interests, and undue external or internal influence.

 

SEC평가원은 평가의 독립성과 공정성을 확보하기 위하여 평가대상으로부터 평가비·심사비·인증비·후원금 및 기타 경제적 대가나 지원을 받지 않는다.

 

To safeguard the Independence and Fairness of Evaluation, SEC does not accept evaluation fees, review fees, certification fees, sponsorships, or other economic consideration or support from evaluation subjects.

 

평가위원장·평가위원·임직원 및 그 밖의 평가·인증 관련자 역시 평가대상으로부터 평가비·심사비·인증비·후원금 및 기타 경제적 대가나 지원을 받아서는 안 된다.

 

The Chair of the Evaluation Committee, Evaluation Committee members, employees, and other persons involved in evaluation or certification must likewise not accept evaluation fees, review fees, certification fees, sponsorships, or other economic consideration or support from evaluation subjects.

 

SEC평가원은 이해상충을 방지·관리하고 평가위원의 독립적인 전문적 판단과 평가정보의 객관성·정확성 및 신뢰성이 유지될 수 있도록 관련 원칙과 절차를 적용한다.

 

SEC applies relevant principles and procedures to prevent and manage conflicts of interest and to safeguard the independent professional judgment of Evaluation Committee members and the Objectivity, Accuracy, and Reliability of evaluation information.

 

경영진·이사회 및 내부통제 기능은 평가위원회의 전문적 판단을 대신하지 않으며, 평가위원회가 정해진 권한과 절차에 따라 확정한 최종 평가결과·평가등급 및 인증 관련 판단을 별도로 승인·거부하거나 임의로 변경할 권한을 갖지 않는다.

 

Management, the Board of Directors, and the Internal Control function do not replace the professional judgment of the Evaluation Committee and have no authority to separately approve, reject, or arbitrarily alter final evaluation results, Ratings, or certification-related determinations finalized by the Evaluation Committee in accordance with its established authority and procedures.

 

 

8. 사실확인 및 이의신청

Factual Review and Appeal

 

 

SEC평가원은 평가의 정확성·공정성 및 신뢰성을 확보하고 평가대상의 권리를 보호하기 위하여 사실확인(Factual Review) 및 이의신청(Appeal) 절차를 운영한다.

 

SEC operates Factual Review and Appeal procedures to safeguard the Accuracy, Fairness, and Reliability of evaluations and to protect the rights of evaluation subjects.

 

평가대상은 평가결과 확정 전에 사실확인 절차를 통하여 평가에 반영된 객관적인 사실관계와 자료의 정확성 및 오류 여부 등을 확인할 수 있다.

 

Prior to finalization of evaluation results, evaluation subjects may use the Factual Review process to verify objective factual matters reflected in the evaluation, the accuracy of relevant materials, and potential errors.

 

평가대상은 사실확인 절차 이후 관련 운영규정에서 정한 기간과 절차에 따라 사실오인·자료누락·절차상 하자 또는 그 밖의 정당한 사유에 대하여 이의신청을 제기할 수 있다.

 

Following the Factual Review process, evaluation subjects may submit an Appeal concerning factual errors, omitted materials, procedural defects, or other legitimate grounds within the period and in accordance with the procedures prescribed by applicable operational regulations.

 

사실확인 및 이의신청 절차는 평가등급이나 평가기준·평가방법론의 변경을 협상하기 위한 절차가 아니며, 해당 절차의 이용 자체를 이유로 평가대상에게 불이익을 주지 않는다.

 

Factual Review and Appeal are not mechanisms for negotiating Ratings or changes to Evaluation Criteria or the Evaluation Methodology, and an evaluation subject is not disadvantaged solely for using these procedures.

 

사실확인·이의신청 또는 그 밖에 정해진 절차에 따라 평가내용의 재검토가 필요한 경우에는 관련 규정과 절차에 따라 검토하며, 최종 평가결과·평가등급 및 인증 관련 판단에 관한 전문적 의사결정은 평가위원회가 수행한다.

 

Where reconsideration of evaluation content is required through Factual Review, Appeal, or another established procedure, the matter is reviewed in accordance with applicable rules and procedures, and the Evaluation Committee exercises professional decision-making authority over final evaluation results, Ratings, and certification-related determinations.

 

 

9. WFSRI와 SEC WFSRI Rating

WFSRI and the SEC WFSRI Rating

 

 

SEC평가원은 책임경영 평가결과를 종합적으로 반영하여 WF책임경영지수(WFSRI)를 산출하고, WFSRI와 관련 평가결과를 SEC WFSRI Rating을 통하여 일정한 평가등급으로 제시한다.

 

SEC derives the WF Sustainable Responsibility Index (WFSRI) by comprehensively reflecting Responsible Management evaluation results and presents the WFSRI and related evaluation results through the SEC WFSRI Rating.

 

WFSRI는 SEC의 종합평가지수(Comprehensive Evaluation Index)이며, SEC WFSRI Rating은 WFSRI와 관련 평가결과를 일정한 등급체계를 통하여 제시하는 평가등급 체계이다.

 

The WFSRI is SEC’s Comprehensive Evaluation Index, while the SEC WFSRI Rating is the rating system through which the WFSRI and related evaluation results are presented using a defined rating structure.

 

SEC WFSRI Rating은 다음의 5단계로 구성된다.

 

The SEC WFSRI Rating consists of the following five levels.

 

 

평가등급 / Rating — 등급표기 / Rating Designation

 

 

AAA — Platinum

AA — Gold

A — Silver

BB — Certified

B — Not Certified

 

 

각 Rating은 해당 평가연도, 평가대상 및 적용범위에 따른 평가결과를 나타낸다.

 

Each Rating represents evaluation results for the applicable evaluation year, evaluation subject, and scope.

 

BB(Certified)는 SEC WFSRI Rating의 5단계 평가등급 체계에서 사용하는 등급명이며, 별도로 운영되는 SEC WFSRI Certification 자체를 의미하지 않는다.

 

BB (Certified) is a Rating designation within the five-level SEC WFSRI Rating structure and does not itself constitute the separately operated SEC WFSRI Certification.

 

 

10. 평가결과의 활용과 공표

SEC 평가결과는 기업·공공기관의 책임경영 수준과 지속가능성 및 미래 경쟁력을 이해하고 강점과 개선 필요영역을 파악하기 위한 참고정보로 활용될 수 있다.

 

SEC evaluation results may serve as reference information for understanding the Responsible Management, Sustainability, and Future Competitiveness of corporations and public institutions and for identifying strengths and areas requiring improvement.

 

평가대상은 평가결과를 책임경영과 지속가능성에 관한 현재 수준을 살펴보고 지속적인 개선과 혁신을 위한 참고정보로 활용할 수 있다.

 

Evaluation subjects may use evaluation results as reference information for understanding their current Responsible Management and Sustainability and for supporting continuous improvement and innovation.

 

주주·투자자·소비자·임직원·협력기관·지역사회 및 그 밖의 이해관계자는 평가연도와 적용범위 및 평가정보의 성격을 고려하여 기업·공공기관의 책임경영과 지속가능성을 이해하기 위한 참고정보로 활용할 수 있다.

 

Shareholders, investors, consumers, employees, partner organizations, communities, and other stakeholders may use evaluation results as reference information for understanding the Responsible Management and Sustainability of corporations and public institutions, taking into account the applicable evaluation year, scope, and nature of the evaluation information.

 

평가결과와 WFSRI 및 SEC WFSRI Rating은 각각의 목적과 운영기준에 따라 SEC WFSRI Certification, SEC Analysis 및 관련 연구·분석 등과 연계하여 활용될 수 있다.

 

Evaluation results, the WFSRI, and the SEC WFSRI Rating may also be linked, in accordance with their respective purposes and operating standards, to the SEC WFSRI Certification, SEC Analysis, and related research and analysis.

 

SEC WFSRI Certification은 평가 및 Rating과 구별되는 별도의 인증제도로서, 정해진 인증 목적과 적용기준 및 절차에 따라 운영되며 특정 Rating을 부여받았다는 사실만으로 자동적으로 부여되는 것은 아니다.

 

The SEC WFSRI Certification is a separate certification system distinct from evaluation and Rating. It is operated in accordance with established certification purposes, applicable standards, and procedures and is not automatically granted solely on the basis of receipt of a particular Rating.

 

평가결과는 관련 운영규정과 공표기준에 따라 필요한 사실확인 및 관련 절차를 거쳐 평가위원회가 최종적으로 확정하며, SEC평가원은 확정된 평가결과를 공식 홈페이지·보도자료 및 그 밖의 적절한 방법을 통하여 공표할 수 있다.

 

Evaluation results are finalized by the Evaluation Committee following necessary Factual Review and other applicable procedures in accordance with relevant operational regulations and disclosure standards, and SEC may disclose the finalized results through its official website, press releases, and other appropriate channels.

 

공표되는 평가결과는 해당 평가연도·평가대상 및 적용범위에 따른 결과이다. 공표 이후 사실확인·이의신청 또는 그 밖의 정해진 절차에 따라 평가결과의 정정이나 변경이 필요한 경우에는 관련 절차에 따른 전문적인 검토와 심의를 거쳐 평가위원회가 최종적으로 확정하고 SEC평가원이 공표한 결과를 기준으로 한다.

 

Published evaluation results apply to the relevant evaluation year, evaluation subject, and scope. Where correction or change is required after disclosure through Factual Review, Appeal, or another established procedure, the results finally determined by the Evaluation Committee following professional review and deliberation under the applicable procedures and subsequently disclosed by SEC shall apply.
